Abstract

 

This article describes how the partial implementation of the system of administrative career in Colombia, has allowed the development of the clientelist system, through the use of public procurement and configuration of parallel payroll of Contractors, which are used as political loot for the consideration of the support provided by the members of the political machinery, in the processes of electoral endorsement of political power

 

The concept of parallel payrolls in Colombia has been built by the media, appropriate even in the judgments of the Constitutional Court, the Supreme Court of Justice and the Council of State, to refer to the abuse of direct recruitment, through Service delivery orders granted to contractors that materially fulfil the functions of administrative career personnel. This phenomenon is a manifestation of the clientelist system, resulting from the partial implementation of the System of Merit as a mechanism for the selection of personnel in the public sector and the exceptionality of the direct hiring that allows discretionary in the Choice of contractors.
