Repensando la estatalidad: la hibridez y el modelo de contra-fragilidad de la OCDE a partir de la experiencia de Sudán del Sur

Esta investigación analiza el modelo de contra-fragilidad estatal de la OCDE y su relación con los conceptos de hibridización entre 2006 y 2025, periodo de actualización del marco para abordar la fragilidad. Se emplea un análisis documental y comparativo de carácter cualitativo, centrado en los cambios discursivos y conceptuales en documentos oficiales de la OCDE y su contraste con la experiencia de los donantes internacionales en Sudán del Sur. La selección de este caso responde a su condición de país crónicamente frágil y a su reciente interpretación desde la hibridez, lo que lo convierte en un escenario idóneo para evaluar la aplicabilidad del modelo. Los hallazgos muestran que, aunque el modelo incorpora ciertos avances, la OCDE adopta la hibridez de forma más explicativa que operativa, orientada a la construcción de estatalidad convencional, lo que limita su capacidad para enfrentar la complejidad de contextos frágiles como el sursudanés.Descargas
